You could try babies r us, or burlington, maybe walmart too. Good luck.
I have been pretty successful in finding them at walmart... I did however have to look a few times because stages 2 and 3 were poorly stocked at the walmart here.
I have had luck at Target. They seem to be well stocked
WALMART HAS ALL 3STAGES OF SIMILAC AND PLAYTEX NIPPLES.
